build: Bump up the SONAME for GTK4

We released all the 3.9x development snapshots using:

  libgtk-4.0.so.0.xxxx.y

which means that the 4.0.0 release of GTK will have a lower SONAME than
the snapshots. To avoid that, bump the SONAME to 1.xxxx.y.
